Eco-tourism Scenic Node

PN, a picturesque destination famous for its magnificent sunset view and home to mangroves, rich marine life (e.g. endangered horseshoe crabs) and migratory birds, is proposed to become a tranquil scenic node.

It is proposed to integrate proactive conservation, hotels / resorts / eco-lodges, retail / dining / entertainment (RDE) establishments and rural-scale retail uses within the two nodes.

The Development Bureau launched a three-month exercise on 2 April 2025 inviting the market to submit expression of interest (EOI) for three eco-tourism development proposals including those for Pak Nai and Tsim Bei Tsui, to formulate appropriate development parameters and implementation details for incorporation into statutory plans and land tender documents. DEVB will hold briefing session for the EOI invitation on 14 April 2025. For details, please refer to the Press Release (click here), the Invitation Document for the EOI (click here), Reply Form (click here) and Enrolment Form of the Briefing Session (click here).
